The name Paw̄ Nidélä Vǖy is derived from the Goblin language, as Paw̄ Nidélä Vǖy was founded by Brêb, who was culturaly Hobgoblin.
Climate
Paw̄ Nidélä Vǖy has a yearly average temperature of 23°C (73°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a cool 16°C (60°F). Paw̄ Nidélä Vǖy receives an average of 272 cm/y (107 in/y) of precipitation, most of which comes in the form of rain during the summer. Paw̄ Nidélä Vǖy covers an area of nearly 5 km2 (2 mi2), and an average elevation of 2782 m (9127 ft) above sea level.
Overview
Paw̄ Nidélä Vǖy was founded durring the late 11th century, by Brêb. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Brêb.
Paw̄ Nidélä Vǖy was built using the conventions of Hobgoblin durring the late 11th century. Naturaly, all settlmentss have their own look to them, and Paw̄ Nidélä Vǖy is no diffrent. The town's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.
Paw̄ Nidélä Vǖy is buildings folow an organic layout of narrow paverstone streets whihch gives the town a shape simmilar to a tree, if one views its streets from above. The town rests behind the absurdity that is a thick, timber braced, wall made of clay bricks. While visualy impressive and certainly an astetic, Paw̄ Nidélä Vǖy's wall provides no actual defence against siege equipment due to the choice of its cosntruction materials. Even nonexperts can tell the town is trying to impress rather than defend with its walls, towers, and gatehouses. Though admittedly, they do look nice... To primitive tribals who have never seen fortifications before. The political statment focused walls has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Paw̄ Nidélä Vǖy is not quite well. Something happened here, perhapse recently, perhapse long ago. Whatever it was, it settled into the very soul of the town like a festering wound. The people go about their day well enough, but there’s a tention in the air you can cut with a knife. There’s a patern to the panic. It’s not easy to see, and no one quite agrees on what it is, but the locals know and operate under this pattern. It shapes everything they do, and you feel as if you’ve almost worked it out only for some small detail to devastate your theory every time you try and comprehend it.
Civic Infrastructure
Paw̄ Nidélä Vǖy has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Paw̄ Nidélä Vǖy. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Paw̄ Nidélä Vǖy's parks.
Paw̄ Nidélä Vǖy has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Paw̄ Nidélä Vǖy.
Paw̄ Nidélä Vǖy has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Paw̄ Nidélä Vǖy has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Paw̄ Nidélä Vǖy has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Paw̄ Nidélä Vǖy's public wards, blessings, and other arcane systems.
Paw̄ Nidélä Vǖy has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Paw̄ Nidélä Vǖy's natural decorations nor waterways.
Paw̄ Nidélä Vǖy has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Paw̄ Nidélä Vǖy has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
There’s more than one leader in Paw̄ Nidélä Vǖy, but at least some of them are at each other’s throats. It might be a conflict between formal leadership and informal authorities, or it could be a struggle among civil officials. Their interests might diverge sharply, or it could be a personal grudge that’s boiled over. Outside threats and internal problems are likely being ignored until the power struggle is resolved.
Paw̄ Nidélä Vǖy's chapel was built using a different architectural style from the rest of the town. The style used embraces individualism and experimentation. It emerged as a movement against traditional, classical styles and sought to make buildings dynamic and fun while breaking the rules. The style incorporated elements of previous architectural styles in exaggerated and whimsical ways. Traditional, conservative leanings were void in this era, with most scholars of architecture agreeing it was a time of “anything goes.”.
Due to the actions of local Kami, summer is skipped in Paw̄ Nidélä Vǖy.
The Serpentfolk near Paw̄ Nidélä Vǖy are known to be more aggressive than normal.
Paw̄ Nidélä Vǖy's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves bloodletting to channel Enchantment energies of tier 3 via guttural bellowing.
